The Mental Health Services Act (MHSA) provides funding to counties
to expand and develop innovative, integrated services for children, adults and older adults. California's voters passed the Act in November 2004 as a result of a grassroots coalition intended to transform public mental health care. The intent of this site is
to inform and invite you to participate in the implementation of Prop 63.
Annual Report is Finalized
Per the Mental Health Services Act (MHSA) regulatory requirements, the Kern County MHSA Annual Update Plan for Fiscal Year 2024-25 has now been finalized. Click HERE to view the plan.

Kern County Mental Health Services Act (MHSA)
3-Year Plan (2023-2026) Officially Published
The Kern County Mental Health Services Act (MHSA) 3 Year Plan 2023-2026 is now published. As per the Mental Health Services Act regulatory requirements, there was a 30-day public comment period that is now closed.

Between April 21, 2023 and May 20, 2023, the public was able to review the draft of the Kern Behavioral Health and Recovery Services Kern County Mental Health Services Act 3 Year Plan 2023-2026 and provide public comments. Comments were collected, summarized, and added to the plan if they were deemed applicable. The finalized plan is posted, and can be found highlighted at the top of the paragraph, and in our Reports & Plans section below.
